Tully studied Philosophy and Sinology in the US, Britain, and Germany, receiving his PhD in Philosophy from Freie Universität Berlin in 2019. His dissertation was on global structural injustice. He has taught at Peking University and the University of Bonn, and will take up a position at Utrecht University in Fall 2020.

During his stay at SCRIPTS from October 2019 to October 2020, Tully continued his research on issues raised by corporate power towards liberal societies and contributed a piece to the SCRIPTS Working Paper series: Corporate Power. A Problem for Liberal Legitimacy.
